The cases of deportation from Lebanon for the Arabs and foreigners transgressors, and the cases of issuing an entry denied warrant against them.

| 11- A citizen from the Syrian nationality who presented a statement of losing his entrance card and his return coupon. | - If it has been proven that he entered legally: A copy of the investigation process is delivered to him, and he must be informed the necessity of obtaining a new card and new coupon without deportation. - if it has not been proven that he entered legally: A copy of the investigation process is delivered to him and he is deported and submitted to the Syrian authorities, and his entrance banning will be dealt with in accordance with the above mentioned cases. |

| | The deportation or the expulsion to Lebanon |
First: The immediate deportation:
11- It is every deportation or expulsion process of a passenger who left Lebanon to the deporting country directly or via a third country by transit and stayed inside the airport's premises in both countries.
12- The deportation or the expulsion are considered immediate if it is completed within 4 days from the departure date of the deported from Lebanon without leaving the premises of the airport in the deporting country or in the transit country.
13- Lebanon accepts immediate deportation or expulsion within the above mentioned terms without a prematurely approval from the Lebanese General Security provided that the deportation process is achieved on the same airplane or on the following trip.
14- Lebanon does not accept the deportation of a passenger from a third country if he has passed through a second country and was allowed to enter it, instead he should be sent back to the second country which will handle the treatment of his situation with the competent Lebanese authorities.
Second: The non-immediate deportation or expulsion:
21- It is every deportation or expulsion process of a Lebanese traveler or a Palestinian refugee holding a Lebanese travel document or holding a Lebanese transit passport from the under consideration nationality valid for several trips and that the period of his departure from Lebanon is more than four days regardless of his status abroad.
22- The non-immediate departure or expulsion application is presented at:
· - Either to the Lebanese embassy at the deporting country.
· - Or to the General Directorate of the General Security through the Ministry of Foreign Affairs and Emigrants by the embassy of the deporting country accredited to Lebanon.
· Or directly to the General Directorate of the General Security by the embassy of the deporting country accredited in Lebanon and that in particular and urgent cases.
23- The non-immediate deportation or expulsion request includes the following information:
· The full name of the deported individual.
· The number of the travel document and the issuing date.
· A document that proves his nationality.
· A photograph of the deported individual.
· The date of his departure from Lebanon.
· The date of his arrival to the deporting country.
· The name of his town of origin in Lebanon.
· The residence address in Lebanon and the telephone numbers.
· A justification for the period of the interval break between the departure from Lebanon and his arrival to the deporting country.
· The reasons of deportation.
· The family status of the deported individual (particularly if his minor children remain in the deporting country).
· The names and the degree of kinship of the deported members of his family if they exist.
· The numbers of their travel documents and the issuing date of each one.
· The means of deportation: private airplane – normal trip with or without escort.
· The names of the escort members, the type of the weapons they are carrying, the kind and the period of their residence in Lebanon: passage, transit or temporary residence.
24- The deportation or the expulsion from a third country for a Lebanese or a Palestinian refugee holding a Lebanese travel document to Lebanon, or holding a Lebanese transit passport from the under consideration nationality valid for several trips is not accepted if the deported has passed through a second country and was allowed to enter it, instead he must be sent back to this second country that handles the treatment with the competent Lebanese authorities.
Third: The deportation for judicial and security reasons:
31- If the deportation or the expulsion of a Lebanese or a Palestinian refugee holding a Lebanese travel document to Lebanon, or holding a Lebanese transit passport from the under consideration nationality valid for several trips, is an execution of a judicial verdict in the deporting country, the deporting country has to obtain an prematurely approval from the Public Discriminatory Prosecution in Lebanon and an administrative approval from the General Directorate of the General Security pursuant to the deporting report mentioned above in paragraph (23), in addition to a summary of the judicial record of the deported individual.
32- If the deportation or the expulsion is due to security reasons, it should require the prematurely approval from the General Directorate of the General Security and to submit a document that includes the information in the above mentioned paragraph (23), in addition to a summary of the security record of the concerned individual.
Fourth: The collective deportation or expulsion:
The applications for collective deportation or expulsion are not accepted unless after consulting the General Directorate of the competent authorities and pursuant to the execution meetings held between the competent authorities in both countries.
Fifth: General rules / judgment:
If the deportation or the expulsion are via a private or normal airplane with an escort regardless of the reason for deportation, the deporting country needs the prematurely approval from the Public Discriminatory Prosecution in Lebanon and from the General Directorate of the General Security followed by the permission of landing at Beirut International Airport from the General Directorate of the Civil Aviation, in the case of a private plane.
Sixth: The deportation from Syria to Lebanon:
In the case of the deportation and expulsion from Syria to Lebanon, the following instructions are applied

| 4- A Lebanese citizen, a Palestinian refugee in Lebanon, or the holder of a residence permit from the under consideration category, deported from Syria for Judicial or security reasons but not possessing an identification document. | - To receive him along with a document or a minutes process from the Syrian administration of migration and passports. - To ascertain the credibility of the documents in his possession. - To set his statement at the Lebanese frontier post by the means of a minutes process as well as to note the reference of the Public Discriminatory Prosecution and to act in accordance with its contents. - If it has been proven that he is not from the Syrian citizenship or a Palestinian refugee in Lebanon or from the under consideration category, he is sent back to Syria regardless of the elapsed period from the date of receiving him. |
| 5- The Arabic or the foreigner deported from Syria, possessing documents, and who entered the Syrian territories illegally from Lebanon. | - In the case of proving his departure from the Lebanese territories legally and entering the Syrian territories legally, he will be received within the period of three months from the date of his entrance to Syria. |
| 6- The Arabic or the foreigner deported from Syria, possessing documents, and who entered the Syrian territories surreptitiously from Lebanon illegally. | - To receive him along with a document or a minutes process from the Syrian administration of migration and passports. - To ascertain his entrance to the Lebanese territories legally as well as his entrance to the Lebanese territories surreptitiously. - To set his statement at the Lebanese frontier post by the means of a minutes process as well as to note the reference of the Public Discriminatory Prosecution and to act in accordance with its contents. |
| 7- The Arabic or the foreigner deported from Syria, not possessing documents. | - A prematurely approval should be exclusively obtained from the General Directorate of the General Security via the Security department of Bekaa – Al Masnah post - exclusively and that pursuant to a request from the Syrian administration of migration and passports including the complete details concerning the Arabic or the foreigner intended to be deported to Lebanon and the bureau of operation affairs will verify the credibility of the information stated in the request in order to ascertain his residence in Lebanon before entering immediately to Syria as well as to inform the Syrian authorities via the Security department of Bekaa – Al Masnah post – about the result. - Upon the acceptance of the General Security to receive the deported, his statement is regulated at the Lebanese frontier post as well as to note the reference of the Public Discriminatory Prosecution and to act in accordance with its contents |
| 8- The Arabic or the foreigner deported from Syria, possessing a passport issued by the embassy of his country in Lebanon but not stamped by the entrance sea to Lebanon. |
| 9- The Arabic or the foreigner deported from Syria, he entered Lebanon illegally via Syria and he has proven that at the Lebanese General Security from his working place as well the name and address of the individual to whom he used to work. |
