1: Cases in which Passports are exchanged

1.1: Ordinary cases:
The substituting of the passport is approved without performing an interrogation in the following cases
Ø A passport stamped by one of the embassies' seal. (the disapproval of granting a visa)
Ø A stamped passport indicating a violation of the residence order in one of the Arabic and foreign countries.
Ø A stamped passport indicating a modification of the employer or the guarantor outside Lebanon.
Ø A passport stamped with the seal of any immigration department in one of the countries.
Ø The alterations of the countenance of the personal photograph.
Ø A request for changing the inscription of some letters provided that a document is presented.
Ø A request for changing the career provided that a document is presented.
Ø A request for a passport of the new model.
Ø Changes concerning the personal status (marriage, becoming a widower, divorce, …)
Ø The passports pages are filled, or they are about to be filled.
1.2: Exceptional cases.
It is approved upon exchanging the passports after an investigation and after the Director of the General Security's approval in the following cases
Ø A Passport lacking some pages.
Ø A Passport stamped by a counterfeit seal.
Ø A passport stamped with Israeli seal.
Ø Manipulation of the stamps attached on the passports.
Ø A Passport with scratches, modifications, rectifications, distortions or illegal extensions.
Ø A Passport subjected to damages or wear out.
Ø A Passport that is not stamped by the last entry stamp to Lebanon.
Ø Upon the request of the concerned individual.
Note: The interrogation process performed at the position post is joined to the request. request.
For exchanging an old passport by a new one of the 2003 model, the following should be presented:
Ø The old passport to be exchanged including all the documents mentioned above.
Ø To obtain a passport for adults.
Ø To obtain a passport for a minor below seven years old.
Ø To obtain a passport for a minor who has completed seven years old but has not exceeded eighteen years of age.
To exchange a new passport model 2003 according to the cases of normal exchange and exceptional exchange. the following documents must be presented
Ø The old passport to be exchanged.
Ø To fill the passport exchange application form and specifying the reason of exchange in the case reserved in the application.
Ø A new Lebanese identification Card with a photograph as well as a photocopy of it on a paper size A4, or an extract of Civil Registration with a photograph not older than three months and a photocopy of it on a paper size A4, only in the case of alteration in the family status.
Ø One recent, colored photograph, showing all the face, with a white background, not a copy of a previous photo, which dimensions should be 4.3 x 3.5cm and certified by the mayor’s seal and signature after writing the name of the concerned person, his registry number & address.

2.2: Abroad
Exchanging an old passport or a new passport
Ø The old passport is exchanged by the Lebanese delegations abroad with an old passport pursuant to the operative regulations before the issuing of these new instructions and after a prematurely approval from the General Security.
Ø The new Passport (model 2003) is exchanged by the Lebanese delegations abroad with an old passport too, pursuant to the operative regulations before issuing these instructions and after a prematurely approval from the General Security according to a report about the conditions of exchange request.
