1) The procedure that must be followed in Lebanon:
· To present a statement in the Public Prosecution that shall be transferred to the Internal Security post station or to the General Security office.
· To declare the loss of the passport in one of the local newspaper for three consecutive days.
· To apply for a new passport replacing the lost one at the General Security office after the date of the last newspaper announcement, the applicant must provide proofs of three days newspaper announcements and a copy his loss statement.
· The application is then submitted to the decision of the General Security Director, once taken, the applicant will be informed of it via the regional office.
In case of approval to grant the concerned individual a new passport replacing the lost one, he/she should present an application form to obtain a new passport according to the directions previously listed for:
· Obtaining a passport for adults.
· Obtaining a passport for minors below seven years old.
· Obtaining a passport for minors who have completed seven years of age but have not exceeded eighteen years of age.
· The concerned individual is granted a passport of the new type instead of the lost passport (whether old or new).
Required Documents:
· A Lebanese passport application form available at the JP (*) of registry or residence office.
· A new Lebanese identification Card with a photograph as well as a photocopy of it on a paper size A4 or an extract of Civil Registration with a photograph not older than three months and a photocopy of it on a paper size A4.
· One recent, colored photograph, showing the face completely on a white background size 3.5 x 4.3 cm, not a copy of a previous photo, and certified by the JP's seal and signature bearing the name of applicant, his registry number and address.
The legal fee:
· 60000 L.L. for one year.
· 300000 L.L. for five years.
2) The procedures that must be followed abroad:
Losing an old or a new passport:
Contact the Lebanese Diplomatic delegation in order to do the necessary requirements according to current regulations.
Notes:
· Some citizens pretend losing their passports in the purpose of using them later.
· The General Directorate of General Security warns the citizens who use passports they have already declared lost, that they expose themselves to arrestment and prosecution whether in Lebanon or abroad; a declared lost passport is invalidated and can no longer be used to travel since it is reported to all border centers as well as Interpol.
· The fees of paid services are collected for every application presented at the public relations department or sent to it through the Operation Room according to the following:
- Normal 70.000 L.L on every passport.
- Immediate 105.000 L.L on every passport executed via the Operation Room.
* JP: Justice of the peace or commissioner of declarations , it is the judicial officer elected in each district authorized to witness and sign statutory declarations and provide various application forms for official procedures.
