· The citizen who wishes to get a passport with a special number should present an application at the regional office or department in order to obtain a special number.

· The department or regional office will take in charge the task of notifying the citizen of approval or disapproval of his request.

· In case of approval, the citizen is given a period of eight working days counting from the starting date of the job execution of the serial numbering for the box that holds it in order to present a passport according to regulations enclosed with the required documents and the approval of the General Director concerning the special number however his right to possess a special number will abate by virtue if he does not attend within this delay of time.

· The fees are collected according to the group of the special number and that on two times, once upon granting the passport and the other upon its renewal.

· The validity of these passports is determined by five years period and their fees and renewal fees  are collected for the same period according to the following:
