A permanent residence (of three years) renewable could be given to the foreign or Arab citizens if they fulfill one of the following conditions:
Ø 1- The requester of the residence should be Lebanese or of Lebanese origin certified by official documents and holding of a foreign or Arabic nationality
Ø 2- The requester of the residence (he or she) should be from a Lebanese mother provided that he is under his mother responsibility and that he has not exceeded his fifteen years of age upon presenting the residence's demand.
Ø 3- The requester of the residence should be the wife of a Lebanese man or the requester of the residence should be the husband of a Lebanese woman, after certifying the validity of the marriage and presenting a marriage certificate implemented according to the rules and as for the husband he should provide an engagement before the Notary Public in which he commits not to perform any hireling jobs in Lebanon, as well as to include a document certifying his monthly income that will provides his support.
Ø 4- The requester of the residence should certify that his monthly income is not less than five million Lebanese pounds or the equivalent in a foreign currency originating from financial transfers or retirement or similar to from abroad and being sufficient enough to support him and to include an engagement before the Notary Public in which he commits not to perform any hireling jobs in Lebanon
Ø 5- The requester of the residence (he or she) should prove by means of a savings account that he is the owner of a balance not less than three hundred million of Lebanese pounds in one of the active Lebanese banks and that the account should be frozen for more than three month including an engagement before the Notary Public in which he commits not to perform any hireling jobs in Lebanon provided the inclusion of a photocopy of the savings account and certified by the President of the General Security office personally
Ø 6- The requester of the residence (he or she) should be a permanent or retired employee or worker in one of the embassies or international organization accredited in Lebanon, according to the request of the embassy or organization and until the end of the mission he is entrusted with.
Ø7- The requester of the residence (he or she) should be an Arab and foreign investor, according to the judgment of the General Directorate of the General Security and after presenting the requested documents
1- A passport valid for at least three years or a valid identity card with a return coupon if he is Syrian.
2- Two recent colored 4 x 4 photos.
3- To Fill the residence demand personally and to sign it before the authorized functionary at the regional department upon becoming due.
4- As for the individual requests mentioned in the section (F) from the first article, they should be presented at the Ministry for Foreign Affairs.
Fees: 
For a Lebanese residence requester 750,000 Lebanese pounds
For the requester of the residence of a Lebanese origin 900, 000 Lebanese pounds
For those fulfilling one of the above conditions mentioned in the first clause

A- The fees, charges on hireling services are receipted on every application presented at the public relations department or incoming to it trough the security chamber according to the following:
- Normal, regular 70.000 L.L on every residence request.
- Instantaneous, Immediate, Direct 105.000 L.L on every residence request executed
via the security chamber.
B- The foreigner loses his right in the permanent residence card if he resides outside Lebanon for a period of twelve months without interruption or if the total of the period of his residence outside Lebanon exceeds eighteen months during three years.
C- The holders of courtesy residence cards are exempted from these procedures.
