• Based on the memorandum of understanding signed between the Ministry of Interior and Municipalities and the High Commissioner for Refugees, all regional centers and Syrian centers will receive requests to renew the residence permits of displaced Syrians in Lebanon who hold a valid registration certificate issued by the High Commissioner for Refugees in accordance with the conditions and documents specified in the service memorandum No. 99/2014 and its appendices, if any document proving registration with the UNHCR before 01/01/2015 is presented (renewed and valid upon application submission).
• Syrians who have previously obtained residence permits pursuant to Service Memorandum No. 99/2014 and in accordance with the provisions of the items related to a personal undertaking of responsibility or under a title deed or a lease contract do not benefit from the provisions mentioned.
• All Syrians who enter surreptitiously, provided that they do not perform any paid work (other than daily workers in agriculture and construction), and married Syrian women and their minor Syrian children who fulfill one of the conditions mentioned in item first, benefit from the provisions freely regardless of the husband’s residence permit status (a responsibility pledge).
