Procedures for Issuing Biometric Travel Documents for “Under Study” and “Unregistered” Categories
General Principles
- The biometric travel document is issued to individuals in the “Under Study” category and “Unregistered” category. It is valid for return to Lebanon and issued for multiple trips.
- Validity for the “Under Study” category: 1 or 3 years from the issuance date.
- Validity for the “Unregistered” category: 1 year, exceptionally extendable up to 3 years with approval from the Director General of General Security.
Documents & Procedures Required to Obtain or Replace a Biometric Travel Document:
1. For the “Under Study” Category:
- Completed Travel Document Request Form (available at the local mayor), certified by the mayor of the place of residence.
- Valid residency for “Under Study” status + a copy.
- Recent passport photo (4.5 × 3.5 cm), full face, white background, ICAO-compliant, not reused, stamped and signed by the mayor with the applicant’s name, file number, and registration number.
- Previous travel document, if available.
- Official fee: 1.200.000 LBP (1 year) or 3.600.000 LBP (3 years).
- Certified copy of the birth certificate.
2. For the “Unregistered” Category:
The applicant or legal guardian (for minors) must request approval and attach available supporting documents:
- Documents proving place of birth.
- Documents proving place of residence.
- Documents proving the parents’ nationality.
- Any relevant court rulings on parentage or nationality.
- Any additional documents clarifying the applicant's legal status.
- Previous travel document, if available.
Upon approval, the applicant submits a properly filled and certified request form, attaching the full approved file and:
- ICAO-compliant photo (as specified above).
- Official fee: 1.200.000 LBP (1 year) or 3.600.000 LBP (3 years).
Notes:

For minors in the “Under Study” category, a biometric travel document is only issued with parental or legal guardian consent. The same rules as for Lebanese biometric passports apply.

Stating Profession on the Biometric Travel Document:
- The applicant may request that their profession be added by submitting proof.
- For merchants: Valid membership card from the Chamber of Commerce/Industry, commercial registration certificate, or a validated broadcast license (dated within the last year).
- A certified university degree from the Ministry of Education is sufficient for regulated professions (doctor, engineer, etc.), or a union membership card for professions requiring affiliation.
Certifying Photocopies of Passport Pages:
- Applicants may request certification of biometric travel document pages at regional centers or the Special Categories Department.
- Must include the travel document, A4-size copies, and a 20.000 LBP stamp per page. Certification is done by the head of the Special Categories Department.
Other Provisions:

Filling Out the Application Form:

The mayor of the place of residence:
- Verifies documents and matches entries.
- Certifies and signs the applicant’s photo (without attaching it), including full name, registration number, and statistics record (for “Under Study”).
- Fills his designated section and provides info and signatures of two Lebanese witnesses (no ID copies required).
- Stamps the application with the official seal.
Final Provisions:
