Extension of the Regularization of the Status of Syrian Workers in Lebanon until 30 September 2026

I. Current Situation

11. Syrian nationals are present in Lebanon and are employed illegally by companies, institutions, and private employers.

12. It has become necessary to regularize the status of this category of workers in order to protect the Lebanese workforce, ensure proper regulation, and meet the needs of the labour market.

 

II. Decision

21. Regularize the status of all Syrian workers in Lebanon through a comprehensive regulatory mechanism that ensures compliance with the applicable laws and regulations.

22. Require certain categories of workers to obtain a work permit and an annual residence permit.

23 Launch a national campaign, in coordination with the Ministry of Labour, to combat violations and regulate the labour market.

 

III. Implementation
The status of Syrian workers who entered Lebanon legally, except those subject to judicial measures, shall be regularized in accordance with the following mechanism until and including 30 September 2026.

31. Syrian workers employed by companies and institutions

311. All Syrian nationals employed by companies and institutions, regardless of their employment category or status, must obtain an annual work permit and an annual work residence permit.

312. Applications for the issuance or renewal of temporary residence permits based on a Responsibility Undertaking – Employment submitted by legal entities (commercial establishments, industrial enterprises, companies, etc.) shall no longer be accepted. Employers must first obtain a work permit from the Ministry of Labour for their Syrian employees, regardless of the type of residence permit previously held, according to the worker's category and occupation.

313. Once the work permit has been issued, the employer or his/her legal representative shall submit an application to the regional office to obtain an annual residence permit based on the work permit.

314. Regarding sponsorship transfers, employers shall first submit an application to the Ministry of Labour (issuance, renewal, sponsorship transfer, etc.) together with the required documents.

315. After completion of the sponsorship transfer at the Ministry of Labour and issuance of the work permit, applications for sponsorship transfer and annual residence permits shall be accepted at the regional offices, together with the required documents and the work permit, as follows:

A. From one legal entity to another, or from a natural person to a legal entity

If the residence permit is still valid, the application must include:

a waiver from the former employer; and
an employment undertaking from the new employer,
both notarized. The Syrian worker shall then be granted an annual residence permit based on the work permit.

If the residence permit has expired, only a notarized employment undertaking from the new employer is required. A waiver from the previous employer is not required. An annual residence permit shall be granted based on the work permit corresponding to the worker's occupation.

316. Sponsorship transfer applications from legal entities (companies or institutions) to natural persons shall not be accepted.

32. Syrian workers employed by natural persons under a Responsibility Undertaking

Applications from Syrian workers employed by natural persons under a Responsibility Undertaking who have changed employers while maintaining the same employment status shall be accepted at the regional offices and Syrian Application Centres.

 

 

If the residence permit is valid, the application must include:
a waiver from the previous employer; and
a Responsibility Undertaking from the new employer,
both notarized. A one-year temporary residence permit shall be granted.

If the residence permit has expired, only a notarized Responsibility Undertaking is required. A one-year temporary residence permit shall be granted.

33. Syrian nationals holding a temporary residence permit without employment

Syrian nationals previously granted temporary residence permits without employment (personal, lease, family reunification, etc.) who are engaged in paid employment in Lebanon:

Applications shall be accepted at the regional offices upon submission of a Responsibility Undertaking – Employment and verification of the authenticity, location, and nature of the employment. A one-year temporary residence permit shall be granted.

Syrian workers employed by companies or institutions shall be subject to the provisions of paragraph 31.

34. Syrian nationals registered with UNHCR Syrian nationals registered as refugees with the United Nations High Commissioner for Refugees (UNHCR), whether or not they previously held refugee residence permits and who are engaged in paid employment:

341. The provisions of paragraphs 31, 32, and 33 shall apply after they sign a voluntary declaration requesting the closure of their UNHCR file.

342. Late fees shall be calculated from the expiry date of their last residence permit (whether refugee status or otherwise), regardless of the basis of their entry into Lebanon, or from the date of their last entry if they never previously obtained a residence permit.
 
35. Syrian students under 18 years of age
Students previously granted student residence permits and continuing their education in Lebanon:

 

Renewal applications shall be accepted upon submission of a copy of the valid residence permit of the head of the household. They shall be granted a temporary residence permit valid for six months, on a one-time basis, until the end of the 2025–2026 academic year, provided that it does not extend beyond 30 July 2026.

The mother shall also be granted a six-month temporary residence permit, on a one-time basis, under the same conditions and for the same validity period as her children's permits, provided that she entered Lebanon legally.
36. Syrian nationals ordered to leave Lebanon
Syrian nationals who entered Lebanon legally but were granted a one-month departure period or were subject to removal decisions and wish to regularize their status:

Applications for reconsideration shall exceptionally be accepted by the regional offices for the purpose of regularizing their status.

37. Syrian nationals not registered with UNHCR
Syrian nationals who are not registered with UNHCR and who entered Lebanon legally before 10 November 2025 may regularize their status in accordance with the applicable provisions.

 

38. Family members of Arab and foreign workers

Family members of Arab and foreign workers holding an annual residence permit (Category II or higher) shall be granted an annual residence permit under the same conditions.
