First: The situation of Arab and foreign nationals violating residence regulations who wish to leave the country shall be regularized in accordance with the following:

11- In addition to the possibility of applying for a travel grace period at the Public Relations Department or regional centers, Arab and foreign nationals violating residence regulations are allowed to depart through border departments and centers regardless of the length of their violation, after regularizing their status at these departments and centers, provided that they hold the original residence permit. Applicable fees must be collected up to the date of departure.

111- Regarding holders of work residence permits, a work permit or valid clearance certificate issued by the Ministry of Labor must be attached in the following cases:

• If the work visa or work residence permit held by the person concerned has expired.
• If the visa has been converted from tourism to work via a temporary permit that has expired.
• For those who entered as dependents of their employers if more than one year has passed since entry.

112- Egyptian nationals are exempted from the requirement to attach a work permit or clearance certificate, as it is not required for them.

12- Holders of free expired residencies (courtesy – annual without fees, etc.) are allowed to depart free of charge through border departments and centers regardless of the length of violation, provided they hold the original residence permit, which will be withdrawn.

13- It is permitted to process the transfer of a passport stamp from one nationality to another for the same person at border departments and centers, provided the authenticity of both documents is verified.

14- The status of Arab and foreign nationals who were granted a travel grace period and whose documents were deposited at border departments and centers to be collected upon departure shall be regularized without requiring a clearance certificate within one year from the date of depositing the documents.

15- The procedures and mechanisms established for regularizing the status of Syrian nationals and Palestinian refugees in Syria shall continue to apply.

16- A paid service fee shall be collected from the concerned persons in the cases mentioned above at both the Public Relations Department and the Settlement Branch at the General Security Directorate of Beirut Rafic Hariri International Airport.

Second: Implementation of sponsorship transfer requests:

21- Requests for transferring sponsorship for Arab and foreign nationals shall be accepted regardless of the number of previous waivers, even if the 15-day period from the date of issuing the waiver and undertaking has expired.

22- These instructions shall remain in effect until further notice.
